This study examines the impact of gender and partisan affiliation on discretionary appointments to high-level positions within Brazil’s ministerial departments. The research includes a comparative analysis of the Dilma Rousseff administration (2011) and the Michel Temer administrations (2016 and 2018) to explore how leadership changes affect appointment patterns. The findings reveal that gender is as influential as partisan affiliation in shaping appointment outcomes. By providing empirical evidence on the gendered dynamics of political appointments, this study contributes to the broader literature on representative bureaucracy. It highlights the need for more transparent selection processes and targeted gender equality measures. These reforms are essential to fostering a more inclusive, merit-based, and representative public administration in Brazil.
