The UNFCCC Call for Inputs by the Chair of the Subsidiary Body for Scientific and Technological Advice and the Chair of the Subsidiary Body for Implementation to the first Global Stocktake

Pursuant to decision 19/CMA.1, paragraph 19, and following previous Chairs’ communications on 14 September 2021 (ISCP/MTP/GST), 28 February 2022, and 18 July 2022, we are reaching out to
issue a reminder to the call for inputs outlined in paragraphs 36 and 37 of the same decision for the first Global Stocktake (GST).

The first call for submissions to the first meeting of the Technical Dialogue (TD1.1) held during the 56th sessions of the subsidiary bodies (SB56) in Bonn, Germany ended on the 28 February 20224, and the
second call for submissions to the 57th session of the subsidiary bodies (SB57) in Sharm-el-Sheikh, Egypt, ended on the 6 August5, can be found on the information portal

We encourage Parties to the Paris Agreement, observer States, admitted observer organizations, United Nations organizations, international organizations and other non-Party Stakeholders who wish to submit inputs to the third meeting of the Technical Dialogue (TD1.3) to be held at SB 58 in Bonn to focus on the scope of the GST as outlined in decision 19/CMA.1, in particular, the types of information for the GST identified in paragraph 36. We urge preparers of inputs to take into consideration the guiding questions for the GST, especially those for the information collection and preparation component
contained in the revised non-paper on preparing for the first GST, which is available here as well as the guiding questions for the technical assessment component available here.

Inputs to the GST should inform the thematic areas referred to in paragraph 6(b) of decision 19/CMA.1 and align to the objective of its outcome outlined in Article 14, paragraph 3, of the Paris Agreement and the outputs of relevant components of the GST, including those identified in paragraph 34 of decision 19/CMA.1.

To submit an input to the first GST, kindly use the submission portal. The secretariat has also prepared a Guide for submissions to show how to provide a submission on the portal. Non-Party stakeholders and international organizations without observer status are invited to send their submissions to the UNFCCC secretariat by email to submission-info@unfccc.int.

If you wish to update your submission from TD1.1 or TD1.2, we kindly request that you proceed with one of the following options:

  • To add the submission to the same section as your first submission: When submitting, state that, it is an update version in the submission and state the file name as 'Update submission of _ related to GST'
  • To have the updated submission replace the first submission: State in the new submission that, “This submission replaces the earlier submission made on [date].”

As identified in decision 19/CMA.1 paragraph 22, the secretariat is compiling the most up-to-date inputs from the sources identified in paragraph 37 for the technical assessment, which include the submissions referred to above. These inputs for the first GST can be found in the GST Information Portal available here.
