The Quadrilateral Security Dialogue brings together Australia, India, Japan, and the United States around a shared interest in a free, open, resilient, and rules-based Indo-Pacific. Although it is not a formal military alliance, the Quad has broadened its agenda to include maritime security, critical minerals, energy security, emerging technologies, infrastructure, cyber issues, humanitarian assistance, and disaster relief.This panel explores the Quad’s strategic relevance, institutional limits, and capacity to influence regional order. It welcomes papers on the relationship between the Quad and China, its engagement with ASEAN and Pacific Island countries, the different strategic priorities of its four members, minilateralism, naval cooperation, critical-mineral diplomacy, supply-chain resilience, and responses to coercion and regional crises.

Contributions may also assess whether the Quad can remain politically cohesive amid domestic changes and diverging interests among its members.
