This panel investigates the current mismatch of norms, actors, discourse and practices that characterizes migration governance at the global level with a specific focus on the European Union. It seeks to address the following questions:
What if the external dimension of migration and asylum policy of the European Union and its member states does not guarantee international protection in an effective manner?
What if the humanitarian duty to rescue people irregularly crossing the EU borders is overthrown by security concerns?
What if international protection is not accompanied by integration once the EU borders are crossed?
What role can be played by actors such as street-level bureaucrats, NGOs and magistrates in the implementation of norms?
Contributions from different geographical areas, various disciplinary angles, senior and junior scholars, are welcome.
