Born on 31 March 1964, he is Professor of Political Science at University of Yaoundé II(CAMEROON). Former director of CODESRIA Governance Institute(1995 and 2000), he holds the position of President of African Association of Political Science (AAPS). His most recent publications include, L'ETAT AILLEURS (2002), SOCIOLOGIE DES RELATIONS INTERNATIONALES AFRICAINES (2002), DYNAMICS OF POLITICS IN AFRICA (2003).
