&lt;p&gt;The Dirksen Congressional Center invites applications for grants to fund research on congressional leadership and the U.S. Congress. The Center, named for the late Senate Minority Leader Everett M. Dirksen, is a private, &amp;nbsp;nonpartisan, nonprofit research and educational organization devoted to the &amp;nbsp;study of Congress and its leaders. Applications are accepted at any time, but the deadline is March 1 for the annual selections, which are announced in April. A total of up to $35,000 will be available in 2012.&lt;/p&gt;&lt;p&gt;The competition is open to individuals with a serious interest in studying congress. Political scientists, historians, biographers, scholars of public administration or American studies, and journalists are among those eligible. The Center encourages graduate students who have successfully defended their dissertation prospectus to apply and awards a significant portion of the funds for dissertation research. Applicants must be U.S. citizens who reside in the&lt;br /&gt;United States.&lt;/p&gt;&lt;p&gt;The awards program does not fund undergraduate or pre-Ph.D. study. Organizations are not eligible. Research teams of two or more individuals are eligible. The Prize is awarded to a book that makes a contribution of considerable theoretical or practical significance in the field of public policy and administration, takes an explicitly comparative perspective, and is written in an accessible style.  It is named in honor of Charles H. Levine, who was an accomplished member of the Research Committee and served on the editorial board of Governance. The prize is awarded on the recommendation of a distinguished committee.&lt;/p&gt;

&lt;p&gt;(English version below)&lt;/p&gt;&lt;p&gt;Entre 1970 et 1973, Salvador Allende a été le président du Chili. Pendant ses trois années au pouvoir, son gouvernement prit diverses mesures visant à démocratiser la société chilienne, diminuant les inégalités, redistribuant la richesse, stimulant la participation des travailleurs dans leur lieux de travail, nationalisant une partie très importante des richesses naturelles du pays et rendant de plus en plus accessible l’accès à l’éducation supérieure. Son but était de former une société socialiste par des voies démocratiques, expérience unique dans l’histoire mondiale, qui cependant devait tourner court par le coup d’état, orchestré par les militaires et les civils qui s’opposaient à son projet au Chili, action directement appuyée par les États-Unis.&lt;/p&gt;&lt;p&gt;Malgré le temps passé et les changements ayant eu lieu au monde depuis 1973, ceux et celles qui ont connu de près ou qui ont vécu la période d’Allende pensent que les objectifs et les réalisations de son gouvernement continuent d’avoir une grande signification aujourd’hui. Ils croient que dans un monde fortement marqué par les inégalités et par les ratés du système capitaliste, son projet mérite d’être connu par les nouvelles générations.&lt;/p&gt;&lt;p&gt;Ainsi, à Montréal, la Fondation Salvador-Allende-Montréal fut créée en 2008. Il s’agit d’un organisme sans but lucratif, consacré à maintenir la mémoire de l’ancien président du Chili et à promouvoir le sens et la portée de sa conception d’un projet de société plus juste. Elle fut mise sur pied pour aider à récolter les fonds permettant de financer en partie le monument qui fut érigé au Parc Jean-Drapeau de l’île Notre-Dame et inauguré en septembre 2009. Depuis ce temps, elle organise diverses activités qui correspondent à son mandat. André Jacob, ancien professeur de travail social à&amp;nbsp; l’UQAM est son président.&lt;/p&gt;&lt;p&gt;Cette année, à l’occasion d’une nouvelle commémoration du coup d’état de 1973, lors duquel Salvador Allende perdit la vie, il y a 38 ans, la Fondation lance une nouvelle initiative, un concours dont le sujet est le suivant&amp;nbsp;:&lt;/p&gt;&lt;p&gt;&lt;strong&gt;«&amp;nbsp;Le projet du gouvernement de Salvador Allende au Chili et son actualité au XXI siècle&amp;nbsp;»&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;p&gt;Le concours d’adresse à tous les étudiants et étudiantes inscrits dans les Cégeps et universités du Québec et ailleurs au Canada. Les participants doivent rédiger un essai, en français ou en anglais (de 10 à 15 pages, pour les étudiants du niveau collégial, 15 à 20 au niveau universitaire, double interligne, Times New Roman 12) portant sur un ou sur plusieurs aspects du sujet. Un document incluant la définition détaillée du sujet, des pistes d’étude et une bibliographie est disponible sur demande.&lt;/p&gt;&lt;p&gt;Les participants ont jusqu’au 31 mai 2012 pour faire parvenir un texte aux organisateurs du concours. Les résultats seront rendus publics en septembre 2012. Il y aura un premier prix dans les deux catégories (collégial et universitaire), consistant en un billet d’avion pour le Chili, afin de permettre aux récipiendaires d’approfondir leur connaissance de la réalité de ce pays. Il y aura aussi des prix de 400 $ pour les travaux se classant en deuxième place et des livres pour les travaux méritant la troisième place. President Allende’s goal was to&lt;br /&gt;establish a socialist society by democratic means, a unique experience in world&lt;br /&gt;history; however, this experience was cut short by a coup d’état orchestrated by&lt;br /&gt;the military and civilians opposed to his project, which were directly backed by&lt;br /&gt;the United States.&lt;br /&gt;&lt;br /&gt;Despite all the time that has passed and the changes that have taken place in&lt;br /&gt;the world since 1973, those who had known or lived through the period in which&lt;br /&gt;Allende was president think that the legacy of his government is still relevant,&lt;br /&gt;especially in light of a present situation strongly marked by social inequalities and&lt;br /&gt;the failure of the capitalist system. For all of this Allende’s project deserves to be&lt;br /&gt;known by the new generations.&lt;br /&gt;&lt;br /&gt;This is why the Montreal-based Salvador Allende Foundation was established in&lt;br /&gt;2008. This is a non-profit organization devoted to remember the former Chilean&lt;br /&gt;president’s legacy and to promote the meaning and principles of his project for a&lt;br /&gt;more just society. It was designed to encourage research in the area of gender and politics and was launched at the congress in Québec City in 2000. It is given to the best paper on gender and politics. The IPSA Awards Committee has recommended naming the award in tribute to the work of Wilma Rule.&lt;/p&gt;
&lt;p&gt;The purpose of the award is to encourage scholars to write and present excellent papers at the IPSA World Congress. The subject matter of the paper should include issues relating to women’s participation and representation in politics and society, especially the identification of entry barriers to decision making arenas. Any scholar, male or female, who has prepared a written, original paper for the congress, with the intention of presenting it personally, may be recommended for the award by the convenor or chair of his or her panel. The prize of 2012 is of US$1000.&lt;/p&gt;
&lt;p&gt;Wilma Rule (1925-2004)&lt;/p&gt;
&lt;p&gt;Wilma Rule received a B.A. in Political Science and in Journalism in 1949 and an M.A. in political science in 1950 from the University of California at Berkeley. Her Ph.D. was granted by the University of Hawaii in 1968. She was awarded a postdoctoral fellowship for the Inter-University Consortium for Political and Social Research at the University of Michigan and did additional postdoctoral work in organizational behavior at Northwestern University. She was an assistant professor at Northern Illinois University from 1969 to 1975. She served as long-time Secretary Treasurer of the Representation and Electoral Systems Section of the American Political Science Association.&lt;/p&gt;
&lt;p&gt;Her study of gender and politics led to a lifetime of research on electoral systems and how they facilitated or hindered the election of women and underrepresented minorities to public office. Wilma Rule was a leading writer and political science researcher whose work resulted in a number of articles and books that challenge conventional notions about the reasons for the lack of political representation by women in the US.&lt;/p&gt;
&lt;p&gt;Guidelines for nomination&lt;/p&gt;
&lt;p&gt;Chairs and convenors of sessions at the IPSA World Congress are invited to submit nominations of papers prepared for presentation at the world congress for consideration for the Wilma Rule Award for the best paper on gender and politics. Each nomination should be accompanied by (1) a copy of the paper, and (2) a letter of recommendation from the nominating chair or convenor. &lt;p&gt;The purpose of the Francesco Kjellberg Award is to encourage young, new scholars to write and present papers at the World Congress of Political Science. The recipient is offered a complimentary two-year IPSA membership and funding of his/her travel costs to the following World Congress of Political Science. The award is made on the recommendation of the Committee on Awards on the basis of nominations by convenors and chairs at the world congress and is based on normal criteria of academic excellence. The prize of 2012 is of US$1000.&lt;/p&gt;
&lt;p&gt;Francesco Kjellberg&lt;/p&gt;
&lt;p&gt;This award is given in honor of a distinguished Norwegian political scientist, Francesco Kjellberg. Professor Kjellberg was IPSA Secretary General from 1988 to 1994. His involvement with IPSA spanned more than 20 years. He was secretary of the Research Committee on Comparative Study of Local Government and Politics (RC-05) from 1976 to 1979, member of the IPSA Executive Committee from 1979 to 1985, and program chair of the 13th  IPSA World Congress (Paris 1985). He was also secretary of the Norwegian Political Science Association and taught at Oslo University. He passed away in March 1998.&lt;/p&gt;
&lt;p&gt;Guidelines for applications&lt;/p&gt;
&lt;p&gt;Nominations for the award must be made by convenors or panel chairs and must include:&lt;/p&gt;
&lt;p&gt;A letter of recommendation from the chair or convenor indicating that the candidate fulfills the criteria and is worthy of an award;&lt;br /&gt;
The curriculum vitae of the author;&lt;br /&gt;
Four copies of the congress paper.&lt;br /&gt;
The following are the criteria for the award:&lt;/p&gt;
&lt;p&gt;Candidates must be new scholars, not more than five years after completion of a Ph.D., or at the beginning of an equivalent active academic career, at the time of presenting the paper;&lt;br /&gt;
The paper must be original, unpublished and presented personally by candidate at the congress;&lt;br /&gt;
The paper must be outstanding and worthy of publication in a leading political science journal.&lt;br /&gt;

&lt;p&gt;The Stein Rokkan Award is one of the IPSA travel grants that the association began offering its members in the early 1990s. The purpose of the Stein Rokkan fellowships is to assist a small number of graduate students to attend the world congress by covering their basic travel and accommodation costs. The recipients receive financial assistance towards travel and subsistence. The awards are made on the recommendation of the Committee on Awards, and they are supported by the Stein Rokkan fund. The prize of 2012 is of US$1000.&lt;/p&gt;
&lt;p&gt;Stein Rokkan (1921-1979)&lt;/p&gt;
&lt;p&gt;A promoter of social and political science, Stein Rokkan contributed greatly to the field of comparative politics, notably during his teaching years at Bergen University. He assumed the role of President of IPSA from 1970-73. He was also Vice-President of the International Sociological Association, Chairman of the European Consortium for Political Research (which he helped found), and President of the International Social Science Council.&lt;/p&gt;
&lt;p&gt;Guidelines for applications&lt;/p&gt;
&lt;p&gt;Applicants for the award are expected to submit:&lt;br /&gt;
1. a curriculum vitae,&lt;br /&gt;
2. a statement of the nature of the research project and an indication as to how it could benefit from participation in the congress;&lt;br /&gt;
3. a letter of reference from an academic familiar with the applicant’s work certifying his or her academic status and indicating his or her suitability for the award;&lt;br /&gt;
4. a representative sample of written work whose length should not be greater than a scientific journal article;&lt;br /&gt;
5. a statement indicating financial need in respect of the costs of attending the congress.&lt;/p&gt;
&lt;p&gt;The following are the criteria for the award:&lt;br /&gt;
1. each candidate must be registered in a degree granting programme;&lt;br /&gt;
2. normally candidates must be at the doctoral level but in exceptional cases where qualifications and money allow students at master’s level may be considered;&lt;br /&gt;

&lt;p&gt;The Institut d&#039;Estudis Autonòmics of the Government of Catalonia is pleased to announce its call for the 4th edition of the Josep Mª Vilaseca i Marcet Award.&lt;/p&gt;
&lt;p&gt;The award is given to the best original and non-published manuscript dealing with any aspect of federalism and/or political decentralization.&lt;/p&gt;
&lt;p&gt;The value of the award is €20,000. Manuscripts may be submitted in English, French, Italian, Catalan or Spanish.&lt;/p&gt;
